Stephen Baiter
Workforce DevelopmentStephen Baiter, Executive Director, Workforce Development Board of Contra Costa County. Stephen previously held management positions in the public and nonprofit sectors, developing programs and funding in partnership with business, educational institutions, and community-based organizations. He is a board member of three East Bay nonprofits and a statewide association focusing on workforce and economic development issues. Stephen has a BA in political science from Boston College and a master’s in public administration from California State University, East Bay.
Linda Best
Economic DevelopmentLinda Best, President and CEO, Contra Costa Council, and Executive Director, Contra Costa Economic Partnership. An extraordinary business and community leader, Linda is a dedicated advocate for public policies that enhance the quality of life in the region and create economic vitality. She serves on the boards of John Muir Health, STAND for Families Free of Violence, and Opportunity Junction. She received her BA and MA from Stanford University.
 Alex Mehran, Chair
IndustryAlex Mehran, President and CEO, Sunset Development Company. Since joining Sunset Development in 1977, a company founded by his father, Masud Mehran, Alex has overseen the development of the award-winning Bishop Ranch in San Ramon Valley, the premier business park in California. Alex also worked at J.P. Morgan of New York, where he managed real estate companies and assets owned by the bank. He received his bachelor’s degree from Harvard College, where he graduated with honors. He earned a law degree, also with honors, from England's Cambridge University.
